EIA Scheme

The Environmental Impact Assessment (EIA) Accreditation Scheme, approved by the Ministry of Environment, Forest and Climate Change (MoEF&CC), is implemented by the National Accreditation Board for Education and Training (NABET) under the Quality Council of India. The scheme accredits EIA Consultant Organizations who are involved in preparing EIA/EMP reports for environmental clearance projects, ensuring technical competence, qualified experts, quality assurance, transparency, and compliance with national environmental regulations and assessment standards.

FAQs

Is NABET EIA accreditation mandatory for EIA Consultant Organizations?

Yes. Vide Gazette Notification dated March 03, 2016, from the Ministry of Environment, Forests and Climate Change, NABET EIA accreditation is mandatory for all EIA Consultant Organizations preparing EIA/EMP reports for environmental clearance projects in India.

Only registered organizations such as government, public, private, partnership, proprietary firms and bodies registered under the Society Act, Research Institutes, and the like, engaged in EIA consultancy services can apply in the prescribed format as per the NABET Scheme.

The NABET accreditation of EIA Consulting Organizations is of two categories, namely Category A and Category B, in conformity with the Schedule of the MoEFCC Gazette Notification No. S.O.1533 dated 14th September, 2006, and subsequent amendments.

An organization scoring a minimum of 60% marks during the Stage III office assessment will be eligible to undertake EIAs for all types of projects, including both Category A and Category B projects. Organizations scoring less than 60% but above 40% will be classified under Category B and will be eligible to undertake Category B projects only.

NABET EIA accreditation is granted for a period of three years, with a provision for Surveillance Assessment (SA) after 18 months of accreditation.

IA (Initial Accreditation) — The primary purpose is to assess the potential of an applicant organisation.

SA (Surveillance Assessment) — Held after 18 months of IA, when the performance of the accredited organisation and compliance with conditions of accreditation are assessed.

RA (Re-Accreditation) — Held after 3 years of IA, when the performance and improvements achieved are assessed.

All applications, including IA, SA, RA, supplementary, and scope expansion, are to be filled out through the online portal only, using the registered user ID and password. FAQs and guidance are available on the EIA portal. NABET does not accept any application through email. The application will be submitted only when the fee is paid through the online portal. Incomplete applications are not accepted or processed by NABET.

If all information is provided completely in the application, the NABET EIA accreditation process can be completed within 3 months.
